Coordinated SDK 2 RC candidate, not approved stable. Owns a pinned connection, BEGIN, timeouts, COMMIT/ROLLBACK and release for each operation separately. Use TransactionalIssuanceRecoveryStore for atomic provider publication instead; separate calls here cannot share the provider's transaction.
